Howard Secures Major Win for Park View: Pepco Completes Power Fix After Months of Pressure

Commissioner Brad Howard delivers results, accountability, and renewed commitment to progress for residents

WASHINGTON — Commissioner Brad Howard today announced a major victory for Park View residents: Pepco has completed the long-overdue repairs needed to stop the recurring power outages that disrupted homes across the neighborhood for more than a year.

The fix — including the overnight replacement of a failing underground transformer and immediate sidewalk restoration — was completed in August, and not a single outage has occurred in the affected area since. ANC 1E announced the resolution on Dec. 3, 2025.

This outcome follows months of pressure from Howard and Park View residents, who demanded answers and action after at least six multi-hour outages on June 22 and July 1, 2024; April 1, April 27, and May 4, 2025; and June 24, 2025.

“Ensuring reliable electric power for residents and small businesses is the bare minimum we expect from Pepco,” said Commissioner Howard. “These hours-long outages stretched on for more than a year — made even worse by the fact that Pepco had just been approved to raise rates. We brought Pepco before the Commission, submitted multiple requests for information, and all we got back were vague promises and delayed follow-ups. So we pushed, we organized, and we held them accountable. And because of that, we got this fixed.”

Howard filed a formal complaint with the D.C. Public Service Commission on May 11 and a follow-up letter to the Office of the People’s Counsel on May 12. He also authored ANC 1E’s unanimous May 28 resolution pressing regulators to investigate Pepco’s repeated failures and compel a clear plan of action and sent a July 20 letter demanding a follow-up investigation into Pepco’s refusal to provide answers to residents.

“This win shows what we can accomplish when we combine resident advocacy with determined, persistent leadership,” said Howard. “But our work isn’t done. Park View deserves reliable infrastructure, transparent communication, and a city that responds quickly when things go wrong. I’ll keep fighting for that every day.”
