EXPERIENCE THAT DELIVERS

In his first term on the ANC, Brad has:

• Recovered access to $660,000 for Park View condo owners. Brad’s intervention forced the City to re-examine its records, discovering that the Exchange Condominium's structural-defect bond had actually been secured years earlier after DHCD enforcement but that DHCD never told the owners. That restored their access to $660,000 as they confront major defects in their building.

• Turned that $660,000 recovery into changes at DHCD. Brad’s follow-up resolution produced commitments for monthly searchable warranty-security reporting, improved public-facing information, expanded condo-association access, homeowner guidance, and future administrative upgrades. That is a separate result from recovering the Exchange bond.

• Got chronic Park View power failures fixed. Brad personally initiated the regulatory escalation over repeated outages. After he rejected Pepco's initial response and pressed regulators to keep the matter open, Pepco replaced a failing transformer, rebalanced loads, and completed infrastructure repairs that have ensured reliable power ever sense.

• Built ANC 1E's first dedicated communications operation and produced major measurable growth. As the Commission's first Engagement Secretary, Brad led the communications function during a year in which website page views increased 47%, unique visitors 33%, the mailing list 18.3%, and YouTube watch time 135%. OANC subsequently selected ANC 1E to pilot its standardized website model.

• Created permanent resident oversight of the Park View Recreation Center reconstruction. Brad authored and won adoption of the CARE Task Force, creating an actual new institution specifically to give residents ongoing oversight of construction, closures, traffic, safety, replacement programming, and neighborhood impacts. That's not "called for." The task force exists.

• Created a data-driven accountability process after the January snowstorm. Brad personally authored a resident survey, collected responses across the Commission, quantified the service failures, and converted those findings into formal government action.

• Got ANC 1E formally into the fight against weakening D.C.'s Open Meetings Act. Brad first submitted his own Council testimony, then authored an ANC resolution, securing unanimous passage, and becoming ANC 1E's designated representative on the issue.

• Put DCPS fiscal accountability on ANC 1E's agenda. Brad led Commission action responding to the D.C. Auditor's findings on DC Public Schools (DCPS) staffing and spending, specifically pressing for stronger position controls, transparent staffing and budget data, reconciled financial systems, and multi-year planning.

• Got ANC 1E behind Caribbean-American cultural and economic activation along Georgia Avenue. Brad introduced the 2026 measure supporting Caribbean American Heritage Month and encouraging activation along Lower Georgia Avenue.

• Established a formal process for improving the Park View gateway and surrounding public space. Brad introduced the resolution directing examination of improvements, beautification, costs, approvals, and implementation around the Park View neighborhood sign and possibly constructing a second Park View sign.

• Got the Park View Rec Center’s lead-contamination problem publicly identified and remediated. DGS testing found elevated lead at Park View Recreation Center, traced it to off-site construction/environmental sources, closed and cleaned the affected area, and undertook follow-up testing. Brad’s leadership focused on keeping parents informed and demanding accountability for the source.
