Committees & Caucuses
Commissioner Brad Howard’s committee and caucus work advances a consistent goal: giving residents greater influence over the decisions that shape their neighborhoods. Across government operations, public safety, public facilities, housing, and LGBTQ equality, Brad works to make government more accessible, demand answers, and turn community concerns into action.

The Executive Committee helps guide ANC 1E’s operations. As Secretary, Brad works to ensure residents can understand the Commission’s business, participate in its meetings, and follow what happens after a vote.
Brad has made a more accessible and organized ANC a central part of his service. Beginning as Engagement Secretary, he strengthened newsletters, advance meeting notices, public updates, website resources, and access to meeting recordings. In 2025, the Commission’s website page views increased 47%, its mailing list grew 18.3%, and time spent watching its YouTube recordings increased 135%. ANC 1E was also selected to pilot a standardized website format for commissions across the District.
As Secretary, Brad also introduced and secured adoption of procedural reforms establishing a consent agenda and more consistent resolution numbering, document templates, and records. These changes make meetings easier to navigate and the Commission’s decisions easier to track—helping residents see what their government is doing and how to get involved.

ANC 1E’s Public Safety & Engagement Committee connects residents with MPD and other District agencies, examines neighborhood safety concerns, and develops recommendations for Commission action. It gives residents a public forum to raise problems and press officials for a response.
Following three shootings in eight days near homes, Bruce-Monroe Elementary School, and the Park View Recreation Center, Brad helped bring residents and officials together for a community safety forum. He pressed for sustained attention to gun violence and for residents to have the information, resources, and support needed to demand answers.
Soon thereafter, Brad was named Chair of the committee, where he is holding MPD and District officials accountable to residents. His approach centers on continued public engagement, clear answers, and follow-through: residents should be able to raise concerns, understand the response, and keep pressure on agencies until those concerns are addressed.

The Park View Recreation Center Construction Accountability and Resident Engagement—or CARE—Task Force gives residents a dedicated voice throughout the recreation center’s renovation. Its responsibilities include monitoring construction, examining neighborhood impacts, sharing project information, and bringing community questions directly to District agencies and project representatives.
Brad authored and secured unanimous passage of the resolution establishing the task force on June 24, 2026. That accomplishment created a formal structure for resident involvement throughout the project, with a mandate to address construction schedules, closures, access to recreation programs, site safety, and impacts on nearby households.
As Chair, Brad’s priority is to make that structure work for the people who depend on the recreation center. Families, seniors, facility users, and immediate neighbors deserve timely information and meaningful opportunities to shape how the project affects their lives. His focus is on keeping community needs visible from planning through construction and reopening.

The Vacant Properties Caucus brings together ANC commissioners from across the District to address vacant and blighted buildings and strengthen efforts to return them to productive use. Its work connects neighborhood concerns about neglected properties with broader questions of housing supply, enforcement, and economic development.
Brad believes vacant buildings and underused land represent opportunities for more housing and stronger neighborhood businesses. In his housing platform, he has called for using these properties to expand housing options in Park View and Pleasant Plains, while supporting efforts to fill vacant storefronts along Georgia Avenue.
His priority is to connect property accountability with neighborhood opportunity: addressing the burdens neglected buildings impose on neighbors while making room for homes, businesses, and community uses that serve residents.

The ANC Rainbow Caucus brings together openly LGBTQ commissioners to advocate for LGBTQ Washingtonians, advance equality, and strengthen their effectiveness as public servants. It provides a citywide forum for issues that extend beyond the boundaries of any single neighborhood commission.
Brad serves as a member of the caucus, connecting Park View’s representation with a broader network of LGBTQ elected officials. He also serves as Vice President for Administration of the Capital Stonewall Democrats, extending his commitment to LGBTQ representation across both neighborhood government and political organizing.
For Brad, equality belongs in the everyday work of government: whether residents feel safe in their neighborhoods, can find a home they can afford, receive responsive public services, and have a meaningful voice in decisions affecting their lives.
Political Leadership
Brad brings nearly two decades of experience in Democratic politics and public service, including work in the Obama Administration, Congress, and on the campaign trail. He is committed to building Democratic majorities that respect D.C. home rule, support statehood, and defend Washingtonians’ right to govern themselves.
-
Leadership Role:
Vice President for Administration, 2025 - present
Capital Stonewall Democrats organizes LGBTQ Democrats and allies to advance equality, support Democratic candidates, and build LGBTQ political power. As Vice President for Administration, Brad works to make the organization more effective, accessible, and accountable to its members. He also served as the 2026 Pride Committee Chair.
Brad is focused on building an organization capable of bringing more people into Democratic politics, developing LGBTQ leaders, and sustaining the organizing needed to defend equality and home rule.
-
Leadership Roles:
Elections Committee Chair, 2025 - present
Corresponding Secretary, 2025 - 2026
The Ward One Democrats bring neighbors together to participate in the Democratic Party and shape its work in their community. As Elections Committee Chair, Brad helps oversee the processes through which members choose their representatives and leaders.
Previously the organization’s Corresponding Secretary, Brad overhauled the organization’s website and launched its 2026 Voter Guide.
His focus is on elections that are organized, transparent, and accessible—giving members confidence in the process and encouraging more residents to step into party leadership. For Brad, a stronger Democratic Party starts locally, with neighborhood organizations that welcome participation and give people a meaningful stake in their direction.
